Concert permissions and licences · BangaloreThe stage is built. The artist has landed. Is the paperwork?
A sourced guide to the permissions and licences organisers typically need for a concert in Bangalore and Karnataka — who issues each one, when it applies, and what it costs where a fee is published.
What permissions do you need for a concert in Bangalore?
A concert in Bangalore typically needs police permission and a separate sound-system permission, compliance with the 10 pm loudspeaker rule, fire-safety arrangements, music licences (PPL for recordings, IPRS for songs), a CL-5 excise licence if alcohol is served, and venue clearances. Ticketed shows also carry GST above ₹500 a ticket.
This is what organisers typically need, with a source for every rule — not legal advice. Requirements depend on the venue, the crowd, ticketing and alcohol. Rules change; we confirm current requirements with the authority for your date. The cost of getting this wrong is public: in January 2017 a dance-music concert near Bengaluru was called off hours before it began because the mandatory police permission had not been obtained (The News Minute).
Permissions rarely fail on the form. They fail on the calendar.
- The application went in too late.Police in the 2017 case said the organisers approached them only two days before the show. We file weeks ahead and track every approval on one sheet.
- The licence was the wrong category.Using a non-commercial liquor licence for a commercial event attracts a penalty of three times the commercial fee under Karnataka’s 2026 rules (TeamLease RegTech).
- The tickets outsold the venue.Bengaluru police require entry tickets or passes to stay within the venue’s approved capacity (Deccan Herald, Dec 2025).
- A music claim arrives after the show.Recorded music and the songs behind it are licensed separately, and one licence does not cover the other (S.S. Rana & Co., Aug 2026).
Concert permissions at a glance
What each permission covers, who typically issues it and when it applies. Planning lead times are our practice, not legal deadlines.
| Permission or licence | Typically issued by | When it applies | What we plan for |
|---|---|---|---|
| Police permission for the event | Jurisdictional police (Bengaluru City Police within the city) | Public concerts and large gatherings; police have told organisers to obtain all mandatory permissions (Deccan Herald, Dec 2025) | File 4–6 weeks ahead with the crowd, security and traffic plan |
| Sound-system permission | Police / the authority named in the noise rules | Any loudspeaker or public address system needs written permission (Noise Pollution Rules 2000); Bengaluru police require it separately (Deccan Herald, Dec 2025) | File with the event application; state the stop time |
| Crowd-control permission (proposed) | Police, by crowd size | Karnataka’s 2025 Crowd Control Bill would require permission for 5,000+ attendees, applied for 10 days ahead (PRS Legislative Research) | Treat 5,000+ events as needing it until the law is settled |
| Use of government premises | The competent authority for the property | Private events on government land, buildings, roads, parks or playgrounds need prior permission (The Tribune, Oct 2025) | Check land ownership before holding a ground |
| Fire safety and venue NOC | Fire services and the venue | Fire safety equipment is mandatory; a fire NOC, fire tender and ambulance with a doctor are typical at open grounds (Deccan Herald, Dec 2025, CNM briefing on Indian event licences) | Confirm what the venue already holds |
| Liquor (CL-5 occasional licence) | Karnataka Excise Department | Any event serving alcohol; corporate and ticketed events are commercial (TeamLease RegTech) | File well before the tatkal window |
| Music licences | PPL, IPRS and other rights owners | Recorded music (PPL), the underlying songs and lyrics (IPRS) (S.S. Rana & Co., Aug 2026) | Check repertoire and the venue’s existing licences |
| Foreign artist permission | Confirmed per artist and venue | When a performer is not an Indian national (CNM briefing on Indian event licences) | Start with the contract; travel follows the paperwork |
Rules change; we confirm current requirements with the authority for your date.
Can a concert in Bangalore go past 10 pm?
Not with loudspeakers in the open. Rule 5 of the Noise Pollution (Regulation and Control) Rules, 2000 is the one every outdoor concert is planned around (Noise Pollution Rules 2000).
- No loudspeaker or public address system without written permission from the authority.
- No loudspeakers between 10 pm and 6 am, except in closed premises such as auditoria, conference rooms, community halls and banquet halls.
- The state government may allow use from 10 pm to midnight on cultural or religious festive occasions, for no more than 15 days a year, notified in advance.
- At the boundary of a public place, noise must stay within 10 dB(A) above the area’s ambient standard or 75 dB(A), whichever is lower.
| Area | Day limit, dB(A) (6 am–10 pm) | Night limit, dB(A) (10 pm–6 am) |
|---|---|---|
| Industrial | 75 | 70 |
| Commercial | 65 | 55 |
| Residential | 55 | 45 |
| Silence zone | 50 | 40 |
Ambient noise standards from the schedule to the 2000 rules (Noise Pollution Rules 2000, Karmayog summary).
Liquor licence for a concert in Karnataka: CL-5 fees
Karnataka’s Excise (Sale of Indian and Foreign Liquors) (Second Amendment) Rules, 2026, issued on 26 May 2026, split the CL-5 occasional licence into four categories (TeamLease RegTech).
| CL-5 category | Fee per day | Covers |
|---|---|---|
| Commercial | ₹75,000 | Ticketed programmes, corporate events, exhibitions, music shows and other revenue-generating functions |
| Non-commercial | ₹20,000 | Private family or social gatherings with no commercial gain |
| Tatkal commercial | ₹1,50,000 | Commercial events applied for within 24 hours of the event |
| Tatkal non-commercial | ₹40,000 | Non-commercial events applied for within 24 hours of the event |
Licences can now be issued online after the fee is paid. Using a non-commercial licence for a commercial event carries a penalty of three times the commercial fee (TeamLease RegTech). Rules change; we confirm current requirements with the authority for your date. See liquor licence for a corporate party in Karnataka.
PPL, IPRS and the other music licences
Music rights in India sit in layers. A concert can touch several of them in one night.
| Licence | What it covers | Where it shows up at a concert |
|---|---|---|
| PPL (Phonographic Performance Ltd) | Public performance of sound recordings — the recording itself (S.S. Rana & Co., Aug 2026) | DJ sets, walk-in and walk-out music, award stings, playback tracks |
| IPRS (Indian Performing Right Society) | The underlying musical works and lyrics (S.S. Rana & Co., Aug 2026) | Songs performed live or played from recordings |
| Novex and label-specific claims | Some labels’ repertoire is licensed separately; Novex is not a registered copyright society (S.S. Rana & Co., Aug 2026, CNM briefing on Indian event licences) | Recorded music from those labels |
| ISRA | Royalties claimed by the singers’ association (CNM briefing on Indian event licences) | Performances of recorded songs |
PPL was re-registered as a copyright society under section 33(3) of the Copyright Act from 11 June 2026, and related appeals were pending as of August 2026 (S.S. Rana & Co., Aug 2026). We check what the venue already holds and what your repertoire needs. See music licences for events.
GST on tickets and what a private concert avoids
Ticket tax applies to ticketed shows. A private company concert with no admission charge has no ticket GST; the organiser’s invoices are a separate matter.
- Admission to a concert or musical performance is exempt where the ticket is not more than ₹500 per person (Entry 81, Notification 12/2017-Central Tax (Rate)); above that, the whole ticket is taxable, not just the excess (CAclubindia).
- Concerts and cultural shows sit in the general entertainment slab at 18%; the 40% rate from 22 September 2025 applies to premium sporting events, casinos and similar, not concerts (CA Rajput).
- Booking fees bundled into the ticket price can push a ticket over ₹500. Price tickets with your chartered accountant before they go on sale.
