Music festival production · GoaA Goa festival is won in the permission file long before the first beat drops.
Beach-side concerts, branded music festivals and company-owned shows in Goa — planned around the Tourism Department’s timelines, the 10 pm loudspeaker rule and a season that changes your fees five-fold.
What does it take to produce a music festival in Goa?
Producing a music festival in Goa starts with the Department of Tourism, the nodal department for music festivals and concerts held outside licensed premises. A major event — over two days or 750 people — needs a full proposal at least three months ahead, police, fire and traffic conditions met, and a show designed around the 10 pm loudspeaker cut-off.
The guideline is specific about what a proposal contains: the theme, expected numbers, ticket rates, fire safety, security, traffic and parking plans, and a site plan marking security posts, entry and exit points and every structure you intend to build (Goa Tourism event guidelines). For a major event the organiser then presents it in person to the committee, including a disaster management plan and a backup plan.
That is a production document, not a form, and the committee’s conditions become the show’s rules. Commentary in The Goan, Dec 2024 notes that some large-event organisers have gone ahead without every clearance and hoped for later regularisation. We do not plan that way for a client whose brand is on the gate.
Goa festivals rarely fail on stage. They fail at the gate, at 10 pm, or in the rain.
- The permission arrives after the tickets went on sale.In-principle approval comes within a month of a complete application, and NOCs follow after that. We work backwards from those dates before anyone announces a line-up.
- The music stops mid-headline.Open-air loudspeakers stop at 10 pm unless the date is one of the government’s notified midnight days and you hold a permit for it. We set the running order around the cut-off.
- The deposit does not come back. The Department of Tourism can forfeit the security deposit for major violations, and refunds need a post-event report with photographs. We document compliance as we go.
- It rains, and the policy does not pay.One insurer’s event policy excludes adverse weather, unseasonal rain and events in temporary structures unless specifically agreed. We read the wording with you before the season is chosen.

- Artist booking through the artist’s official management or a licensed agency, and the rider advanced line by line
- Crowd management, medical cover and a weather plan for queues as well as the stage
Music festival permission in Goa: which route applies?
The first question is not the artist. It is the land. Shows on open or private land go through the Department of Tourism’s single window; shows inside hotels and other licensed premises sit outside it.
| Your event | Who decides | Apply at least | Processing fee |
|---|---|---|---|
| Major event on open or private land: longer than two days, or more than 750 people expected | State Level Permissions Committee (SLPC), then the government | 3 months before | ₹15,000 |
| Minor event on open or private land: everything else covered | Departmental committee of the Director, Deputy and Assistant Director of Tourism | 15 days before | ₹5,000 |
| Late application under the Tatkal scheme | Same committees, faster | 15 days (major) / 5 days (minor) | Twice the normal fees |
| Show inside a hotel or other licensed premises, such as a resort ballroom or approved auditorium | Outside the SLPC scheme | Venue’s own licences | Noise rules and other permissions still apply |
From the Goa Tourism event guidelines published on the Department of Tourism’s site (guidelines page, updated January 2025). Rules change; we confirm current requirements with the authority for your date.
How much does Goa Tourism charge to permit a music festival?
Goa is one of the few places where the government has published a fee schedule for festivals. These are the figures in the guideline document — use them to size the decision, then we confirm them for your date.
| Music festival on non-licensed land | Event fee (season) | Security deposit |
|---|---|---|
| Up to 5,000 attendees | ₹10 lakh | ₹10 lakh |
| 5,000–10,000 attendees | ₹15 lakh | ₹15 lakh |
| Above 10,000 attendees | ₹20 lakh | ₹30 lakh |
| Non-ticketed music fests, MICE, exhibitions and similar events | ₹50,000 lump sum | ₹1 lakh |
Attendance is counted on tickets plus complimentary passes, or actual attendees, whichever is higher. Off-season fees are one-fifth of season fees; peak-season fees are five times. These are the fees “proposed” in the Goa Tourism event guidelines; we confirm the current schedule with the Department of Tourism before we budget.
On the document’s own formula, a ticketed festival of up to 5,000 people would pay five times ₹10 lakh in event fees between 20 December and 5 January, against one-fifth of ₹10 lakh in the June–September off season. Moving out of the peak fortnight can save more than any production line.
Can a music festival in Goa go past 10 pm?
Not by default. Under the Noise Pollution Rules, 2000, loudspeakers cannot be used in open areas from 10 pm to 6 am; closed venues such as auditoria and banquet halls are exempt, and permission is still needed (summary of the rules). A state may allow loudspeakers until midnight on cultural or religious festive occasions totalling no more than fifteen days in a calendar year (Rule 5(3), 2002 amendment).
Goa’s 2026 order uses that power for 15 and 18 September, 24 September, 20 October, 7 November, 24 and 25 December, and 26–31 December. Permission is granted case by case on a specific application, the Noise Rules still apply in full, and the authority monitors levels on the night (Goa government order, 7 April 2026).
At the boundary of a public place, loudspeaker noise may not exceed 10 dB(A) above the zone’s ambient standard, or 75 dB(A), whichever is lower (a state notification restating the Rules). Two production consequences follow. The headliner’s set ends before 10 pm on an ordinary night, and the PA is designed and aimed so that the boundary reading stays legal — which is a sound-design job, not a volume knob. When is the best time to hold a music festival in Goa?
The government’s own fee calendar and the weather point the same way: the window most people want is the one that costs the most.
| Window (as the guideline defines it) | Dates | Fee multiplier | What it means for a festival |
|---|---|---|---|
| Peak season | 20 December – 5 January | 5× season fees | Highest demand, highest fees, and the late-night days most contested |
| Season I | 6 January – 31 May | Season fees | Dry and warm; January–February keeps the best weather |
| Off season | 1 June – 30 September | ⅕ of season fees | Monsoon months; open-air staging is a weather risk |
| Season II | 1 October – 19 December | Season fees | Builds into the November–February peak window |
Season dates and multipliers from the Goa Tourism event guidelines. November to February is also the best-weather, busiest and most expensive window for hotels (season guide).
